That all persons required to render to the assessor of the town a list of all property,
with the value thereof, on which he or she is liable to pay tax, shall render the
same under oath, which oath the assessor is hereby authorized to administer; and all
false swearing in such cases shall be punished as other cases of perjury in this state;
and the said mayor and aldermen may, by ordinance, provide for the assessment of the
property therein of nonresidents; and when said persons resident in said town refuse
or neglect to render in their assessment list as required, or when the same is fraudulent,
may correct, revise, or complete the same when deemed necessary, which, then made
accordingly, shall be as effectual as if rendered by the said persons in interest
themselves.
