That the mayor and aldermen of said town shall have full power, by ordinance, to levy
and collect annually a tax not to exceed three mills on the dollar on all property
in said town subject to taxation under the laws of this state, and to levy and collect
a tax on all privileges taxable under the laws of this state, not to exceed twenty-five
percent of the state tax; to appropriate money and provide for the expense of the
town; to open, alter, abolish, widen, extend, clean, and keep in repair roads, streets,
lanes, avenues, alleys, and sidewalks within the town; remove or cause to be removed
all obstructions from the sidewalks and streets; to establish and regulate market
houses and to license and tax vendors of fresh meats; to license and tax theatrical
amusements, shows, and exhibitions; all inns, taverns, boardinghouses, eating houses,
fruit shops and stalls; to levy a tax on all retailers of liquors in said town, not
to exceed twenty-five per cent of their license tax; to restrain, prohibit, and suppress
gaming and gambling houses and other disorderly houses, and to suppress bawdy houses
and dance houses; to license and tax livery stables, hacks, carts, wagons, and other
vehicles, and to regulate the speed of horses and other draught animals, and of carriages,
wagons, drays, and other vehicles, so as to secure and promote the safety of all persons
in said town; to punish the cruel use and treatment of animals therein; to prohibit
dogs, hogs, cattle, goats, and other animals from running at large in said town, by
selling the same or fining the owners thereof, or by both; to prohibit the driving
of vehicles on the sidewalks, and the driving or riding of horses or other animals
thereon; to establish, erect, and keep in repair bridges, culverts, sewers, walks,
and causeways in said town, and to regulate the use thereof; to make regulations to
promote the general health of the inhabitants, and to prevent and remove nuisances;
to require owners of lots to remove or abate all nuisances thereon of any kind or
description, under such rules and regulations and penalties as the said mayor and
aldermen may ordain; to establish such regulations as may be deemed proper to prevent
the introduction and spread of contagious, epidemic, and infectious diseases, and
to make quarantine laws, and to enforce the same with their own officers within five
miles of said town; to prohibit and prevent by suitable penalties dangerous and suspicious
persons from coming into said town or lurking about the same; to prevent and suppress
drunken and disorderly conduct in said town; to prevent and punish the firing of guns,
pistols, and firecrackers therein; to construct, erect, and regulate streetlamps,
and to provide for lighting the same; and to make all ordinances, rules, and regulations
not repugnant to or inconsistent with the laws of the state or of the United States
which the said mayor and aldermen may deem necessary for the good order, health, and
safety of the said town and its inhabitants.
