§ 101. EXPENDITURE OF PUBLIC FUNDS.
In addition to the other powers herein and otherwise conferred upon and granted to the said City of Indianola and its board of mayor and aldermen, the said board is hereby authorized and empowered, in its discretion and within the limits hereinafter prescribed, to set aside, appropriate, contribute, expend or donate such sums of money as the board may deem advisable for or to the following:
(1)
To a chamber of commerce or other like civic organization of the said city, toward aiding, supporting and maintaining such organization or for the purpose of advancing the moral, financial or other interest of said city;
(2)
To any public hospital located in said city and operating without private gain, toward aiding, supporting and maintaining such hospital, or for the purpose of advancing the general health and welfare of the city; and
(3)
For the purpose of buying, setting out or planting flowers, shrubs or trees along the streets, avenues, or any other public or private place in said city which tends to improve or beautify the general appearances of said city;
provided, however, that the sum or sums of money so set aside, appropriated, contributed, expended or donated for any one or all of the purposes mentioned, when added to the other sums expended or appropriated by the said board for advertising, for a brass band for the amusement and entertainment of the citizens of said city, for defraying the expenses of the employees of the works progress administration and any and all other federal agencies, relief or otherwise, for charity wards in any hospital, or for any other like purposes, shall not in any one year exceed one mill on the total assessed valuation of all taxable property within said city. And further, the prior acts, appropriations, contributions or expenditures of said board with respect to either one or all of the additional powers herein granted are hereby ratified and in all respects confirmed.
