It shall be unlawful for the owner of any cow, calf, bull, steer, oxen, heifer, horse,
mule, colt, mare, hog, pig, goat, donkey or sheep to permit the same to run at large
or be at large on any of the streets or elsewhere within the corporate limits of the
city.
