§ 51. TAX LEVY GENERALLY.

The mayor and board of aldermen shall have and are hereby given the power to levy and collect taxes upon all the real, mixed and personal property within the corporate limits of said town, taxable according to the laws of the state; the valuation of such for general revenue purposes not to exceed six mills on the dollar in any one year; for any and all general improvements and all other purposes, not to exceed nine mills on the dollar in any one year.
